officer’s representatives (CORs) and development teams is to monitor the quality and timelines
of a contract’s key outputs. The guidance states, “Delays in completing outputs or problems in
output quality provide an early warning that results may not be achieved as planned,” and that
“early action in response to problems is essential in managing for results.
