Rapid Environmental Impact Assessment: Haiti Earthquake – January 12, 2010

The Rapid Environmental Impact Assessment (REA) for the Haiti Earthquake was conducted by the CHF-Sun Mountain REA Team in response to the devastating disaster that struck on January 12, 2010. The assessment aimed to identify critical environmental issues and provide recommendations for decision-makers to address the impacts and implications of the earthquake.

The REA team conducted extensive interviews with 66 key informants from 27 Internally Displaced Persons camps, as well as 45 professionals from 30 institutions and organizations. The team also traveled to dozens of sectors in Port-au-Prince, secondary cities, and rural areas to gather information and conduct observational analysis. The Haitian Ministry of the Environment and USAID/Haiti Mission provided valuable support and insights throughout the assessment process.

The REA identified several critical issues, including coordination, management, and information challenges, geophysical and hydro-meteorological hazards monitoring, sewage and solid waste management, hazardous waste, health-related issues, vector control, shelter sites, emergency and transitional shelter, debris management, livelihood security, and food security. The assessment also highlighted medium to long-term issues, such as the need for sustainable waste management, environmental monitoring, and community-level environmental planning.

The REA team conducted an organizational level assessment, which involved evaluating the capacity and preparedness of institutions and organizations to respond to the disaster. The assessment revealed that many organizations were struggling to provide adequate services, including water, sanitation, and hygiene (WASH) facilities, due to limited resources and infrastructure.

The assessment also included a community level assessment, which involved administering in-depth questionnaires to key informants and conducting focus group discussions. The results showed that communities were facing significant challenges, including limited access to clean water, sanitation, and healthcare. The assessment also highlighted the need for community-level environmental planning and management to address these challenges.

The REA team provided recommendations for decision-makers to address the environmental impacts and implications of the earthquake. These recommendations included establishing a coordination mechanism for environmental response and recovery efforts, developing a comprehensive environmental monitoring plan, and implementing sustainable waste management practices. The team also recommended providing support for community-level environmental planning and management, as well as enhancing the capacity of institutions and organizations to respond to environmental challenges.

The REA team expressed hope that the information provided in the assessment would assist decision-makers in developing effective strategies to address the environmental impacts and implications of the earthquake. The team acknowledged the tremendous efforts of Haitian citizens who suffered from the disaster and emphasized the need for a long-term approach to recovery, rehabilitation, and development.
