Persistent insecurity and the effects of Hurricane Melissa maintain Crisis (IPC Phase 3) and Emergency (IPC Phase 4) food insecurity

The persistence of gang violence continues to cause forced
displacement of the population, disrupt income-earning
activities, and affect typical market functioning. Between
October 2025 and May 2026, Emergency (IPC Phase 4)
outcomes are expected in Cité Soleil, Port-au-Prince, Croixdes-
Bouquets, as well as among internally displaced persons
(IDPs) living in sites in the Port-au-Prince Metropolitan Area
(ZMPP). At the same time, Crisis (IPC Phase 3) outcomes are
anticipated in several departments of the country
