Haiti Infrastructure Program Annual Report – March 2018 – February 2019

The Haiti Infrastructure Program is a multisectoral initiative aimed at supporting the development objectives of USAID/Haiti. The program is part of the Post earthquake U.S. Government Strategy (2010-2015), which focuses on four pillars: Infrastructure and Energy; Food and Economic Security; Health and Other Basic Services, including Basic Education; and Governance and Rule of Law. The program is implemented by AECOM, with support from subcontractors HS&BR, Garda World, Miyamoto International, Iris Group, WI-HER, and Ethan Myer.

The program’s objective is to provide architectural and engineering services to design and manage multisectoral infrastructure portfolio projects in Haiti. The program is divided into several sectors, including Program Management, Health, WASH, Democracy & Governance, Housing, and Agriculture. Each sector has its own set of activities and tasks, which are summarized in the Key Program Activities section.

As of June 2018, AECOM was operating under the guidelines of the technical and cost proposal accepted by USAID through the issuance of this contract. The program has made significant progress in various areas, including project setup, accounting, and project management. The first-year work plan will be formally submitted upon receipt of decisions on Contract Modification request #1.

The program has also made progress in refining the task list and scope of work with the Contracting Officer’s Representative (COR) and other activity managers. Monthly and quarterly reporting formats have been completed, and a performance management plan is in place. However, a temporary halt has been requested by USAID to any home office evaluations or other high-value activities until funding is transferred to the Haiti Infrastructure Program.

The program has also completed mobilization activities and project setup, accounting, and project management (ePM). Over 90% of the task list and scope of work refinement with the COR and other activity managers has been completed. The program has also made progress in various sectors, including health, WASH, democracy & governance, housing, and agriculture.
