Haiti Human and Institutional Capacity Development (HICD) Performance Assessment for SONAPI

The Haiti Human and Institutional Capacity Development (HICD) project aims to support the Government of Haiti’s efforts to develop a business-friendly environment that attracts local and foreign investors. The project, led by International Business & Technical Consultants, Inc. (IBTCI), will focus on the Societe Nationale Des Parcs Industriels (SONAPI), the regulatory authority for and manager of Haiti’s two mixed-use light manufacturing parks. The project’s goal is to identify gaps in SONAPI’s human and institutional capacity that impede efficient performance of its responsibilities and recommend a “Performance Solutions Package” to address those gaps.

The project will involve several key activities, including document review and instrument development, planning the HICD initiative, and conducting performance assessments of SONAPI. The assessment will identify gaps in SONAPI’s human and institutional capacity, recommend a Performance Solutions Package, and set a baseline for and monitor initial progress towards implementing those solutions. The project will also support efforts to implement some of those performance solutions through capacity-building activities.

The expected results of the project include reviewing SONAPI’s vision and mission, reviewing its processes, procedures, and policies, and making recommendations to strengthen its strategic planning culture. The project will also propose a redesigned organizational structure and jobs, recommend improved internal and external communication, and recommend measures to upgrade SONAPI staff capacity. Additionally, the project will recommend institutional performance monitoring systems and begin efforts to implement recommendations on staff capacity strengthening.

The project’s results framework includes longer-term results that are not achievable within the six-month time frame of the assessment. These results include SONAPI developing a strategic vision that furthers its development agenda, reorganizing to more effectively match resources with institutional functions, and improving professional staff skills to increase capacity to perform on the job. The project will also aim to increase communication and information flow, incentives, and motivation to address perceived shortcomings in interagency cooperation, and align SONAPI’s institutional performance monitoring systems with organizational priorities.

The project will support the Government of Haiti’s efforts to develop a business-friendly environment that attracts local and foreign investors, ultimately contributing to employment generation in the garment industry by supporting SONAPI in setting a suitable environment that will attract private investments in the sector. The project’s results will be monitored and evaluated through a Performance Indicator Reference Sheet (PIRS) and a Performance Indicator Tracking Table (PITT), which will track progress towards achieving the project’s expected results.

The project’s methodology will involve a combination of document review, interviews with key stakeholders, and surveys to identify gaps in SONAPI’s human and institutional capacity. The project will also use a Results Framework to guide the assessment and ensure that the expected results are achieved. The project’s results will be used to inform future donor efforts and support the implementation of the recommended Performance Solutions Package.
