Five-Year Strategy for the Caribbean

The Inter-American Commission on Human Rights’ Five-Year Strategy (2023-2027) for the Caribbean focuses on advancing human rights through three strategic pillars: increasing protection and access to justice for historically excluded groups, strengthening state and civil society capacity to prevent and address human rights violations, and improving the IACHR’s own institutional culture and resource management with a human rights-based approach.
The strategy was developed through broad stakeholder consultations and emphasizes cross-cutting themes such as democratic institutionality, access to justice, and the promotion of Inter-American human rights standards.
Key priorities include technical assistance, capacity building, and enhanced collaboration with both state and non-state actors to address persistent challenges like gender-based violence, discrimination, and weak institutional frameworks in the Caribbean.
