Guide pour l’Evaluation de l’organisation et de la qualité des services et des systèmes de support en gestion: Service Delivery and Management Assessment Protocol / SDMA

The Service Delivery and Management Assessment Protocol (SDMA) is a guide for evaluating the organization and quality of services and systems of support in management. The protocol was developed in January 2004 by the Haiti Health Systems 2004 Project, Management Sciences for Health, with support from the US Agency for International Development.

The SDMA is divided into four parts: the Central Level Guide, the Peripheral Point of Service (PPS) Guide, the Community Services Guide, and the Systems of Support Guide. The protocol assesses various aspects of service delivery, including the organization of services, the availability of materials and equipment, and the implementation of programs.

At the central level, the SDMA evaluates the organization of the health system, including logistics, human resource development, information systems, and financial management. The protocol assesses the availability of essential supplies, the functioning of the supply chain, and the management of financial resources.

The PPS Guide focuses on the evaluation of services at the peripheral point of service, including the identification of the point of service, the knowledge of the local staff, the availability of services, and the organization of services. The guide assesses the availability of materials and equipment, the implementation of programs, and the organization of services for maternal and child health, reproductive health, and community services.

The Community Services Guide evaluates the organization of community services, including the identification of the community post, the organization of services, the availability of materials and equipment, and the profile of the community worker. The guide assesses the tasks and responsibilities of the community worker, the maintenance of records, and the frequency of visits to the community post.

The Systems of Support Guide evaluates the communication for behavior change, planning and follow-up, and the existence of a plan of action. The guide assesses the articulation of the plan, the execution of the plan, and the follow-up of the plan.

The SDMA is a comprehensive tool for evaluating the organization and quality of services and systems of support in management. It provides a framework for assessing various aspects of service delivery and identifying areas for improvement.
