The Cap-Haitien Port Regulatory Strengthening Project aims to improve the operational performance of the Cap-Haitien Port (CHP) container terminal in Haiti. The project is sponsored by the Office of Infrastructure of the U.S. Agency for International Development (USAID) and is implemented by Nathan Associates Inc. under contract AID-521-C-16-00003.
The project focuses on strengthening the regulatory functions of the Autorité Portuaire Nationale (APN) of Haiti, which is responsible for monitoring and enforcing port operations. To achieve this goal, the project provides guidance on defining methods and processes for compiling data on port operations and calculating performance indicators (PIs). The manual identifies the data requirements for each indicator, the source of these data items, and the formulas for calculating the various indicators.
The project recommends that the terminal operator provide APN with detailed operational data to enable APN to calculate a detailed list of indicators. The operator is expected to provide three operations reports encompassing the main operations of container terminals, including vessel operation reports, gate operation reports, and yard operation reports. These reports are expected to be generated automatically by the terminal operating system (TOS) and shared with APN via electronic data interchange.
The manual provides illustrative examples of calculating performance indicators, including berth performance indicators, gate performance indicators, and yard performance indicators. The indicators are calculated based on data items such as port time, berth gross time, crane work time, call size, and crane net productivity. The manual also discusses the procedures that APN should follow in fulfilling its regulatory functions, including monitoring, enforcement, and taking corrective actions.
The project aims to assist APN in fulfilling its three roles of regulation, administration, and planning. The indicators listed in the manual are considered an effective tool for assisting APN in these roles. The project also aims to provide a framework for benchmarking against prior years’ performance or against rival or best practice operators in other ports.
The manual includes a table of data items and performance indicators related to CHP terminal operations, which are to be collected, compiled, and submitted to APN. The table includes indicators such as berth net productivity, crane net productivity, and yard utilization. The manual also includes examples of each of the indicators listed in the table.
The project’s approach to monitoring port operations is based on the concept of an “involved landlord,” where the government plays an active role in monitoring and enforcing port operations. The project’s recommendations are in line with this approach, which aims to ensure a reasonable level of service and productivity in the terminal.
The manual is accompanied by an Excel-based spreadsheet that includes simple forms to collect relevant data and to calculate the indicators. The forms are populated with a simple numerical example for illustration purposes. The manual also includes figures and tables that illustrate the calculation of performance indicators and the procedures for fulfilling regulatory functions.
Overall, the Cap-Haitien Port Regulatory Strengthening Project aims to improve the operational performance of the Cap-Haitien Port container terminal in Haiti by strengthening the regulatory functions of the Autorité Portuaire Nationale of Haiti. The project provides guidance on defining methods and processes for compiling data on port operations and calculating performance indicators, and aims to assist APN in fulfilling its three roles of regulation, administration, and planning.
