PEPFAR Annual Program Report (May – September 2008)

The Programme Haïtien d’Appui à la Réforme de l’Éducation (PHARE) project began in May 2008. Initial activities focused on project start-up and introduction of project mandates to the Ministry of Education (MENFP). However, implementation was delayed due to uncertainty at the MENFP following a change in government and the impact of hurricanes in August and September.

Despite these challenges, PHARE partner Catholic Relief Services, in collaboration with the American Institutes for Research, finalized the recruitment of the key manager for the PEPFAR life skills component of the project. The Life Skills Technical Advisor will work closely with the MENFP Sexual Health Unit to design Sexual Reproductive Health modules for grades 1 to 9 to be integrated into the curriculum. The Life Skills Technical Advisor began work in October 2008.

The PHARE project aims to support education reform in Haiti. The project’s activities are focused on improving the quality of education, particularly in the areas of life skills and sexual reproductive health. The project’s implementation plan is due to be submitted to USAID in October 2008 for both basic education and PEPFAR activities.

PHARE’s partner, Catholic Relief Services, has been working closely with the MENFP to implement the project’s activities. The project’s focus on life skills and sexual reproductive health is aimed at improving the health and well-being of Haitian students. The project’s activities are also designed to support the development of a more comprehensive education system in Haiti.
