The LIMIYÈ AK ÒGANIZASYON POU KOLEKTIVITE YO ALE LWEN (LOKAL+) initiative began in 2013 with funding from the United States Agency for International Development (USAID). The program aimed to strengthen communal governments in Haiti, focusing on five key objectives: strengthening the capability of communal governments to provide services, generating a sustainable increase in local revenues to pay for local services, leveraging greater access to central government funding and services, improving national-level policy and legislation in support of decentralization and deconcentrated services, and increasing transparency, oversight, and accountability of local governments and deconcentrated service providers.

The program’s first objective, P.O. #1, focused on strengthening the capability of communal governments to provide services. During the annual reporting period, accomplishments included the development of a training program for communal government officials, the establishment of a system for tracking and monitoring communal government activities, and the provision of technical assistance to communal governments. Ongoing activities included the continuation of the training program and the expansion of the tracking and monitoring system. Activities completed during the reporting period included the development of a manual for communal government officials and the provision of equipment to support the tracking and monitoring system.

The second objective, P.O. #2, aimed to generate a sustainable increase in local revenues to pay for local services. Accomplishments during the reporting period included the development of a system for tracking and monitoring local revenues, the provision of technical assistance to local governments to improve their revenue collection and management, and the establishment of a program to support local governments in developing their own revenue sources. Ongoing activities included the continuation of the tracking and monitoring system and the provision of technical assistance to local governments. Activities completed during the reporting period included the development of a manual for local government officials on revenue collection and management and the provision of equipment to support the tracking and monitoring system.

The third objective, P.O. #3, focused on leveraging greater access to central government funding and services. Accomplishments during the reporting period included the development of a system for tracking and monitoring central government funding and services, the provision of technical assistance to local governments to improve their access to central government funding and services, and the establishment of a program to support local governments in developing their own funding and service delivery mechanisms. Ongoing activities included the continuation of the tracking and monitoring system and the provision of technical assistance to local governments. Activities completed during the reporting period included the development of a manual for local government officials on accessing central government funding and services and the provision of equipment to support the tracking and monitoring system.

The fourth objective, P.O. #4, aimed to improve national-level policy and legislation in support of decentralization and deconcentrated services. Accomplishments during the reporting period included the development of a system for tracking and monitoring national-level policy and legislation, the provision of technical assistance to national-level officials to improve their understanding of decentralization and deconcentrated services, and the establishment of a program to support national-level officials in developing policies and legislation that support decentralization and deconcentrated services. Ongoing activities included the continuation of the tracking and monitoring system and the provision of technical assistance to national-level officials. Activities completed during the reporting period included the development of a manual for national-level officials on decentralization and deconcentrated services and the provision of equipment to support the tracking and monitoring system.

The fifth objective, P.O. #5, focused on increasing transparency, oversight, and accountability of local governments and deconcentrated service providers. Accomplishments during the reporting period included the development of a system for tracking and monitoring transparency, oversight, and accountability, the provision of technical assistance to local governments and deconcentrated service providers to improve their transparency, oversight, and accountability, and the establishment of a program to support local governments and deconcentrated service providers in developing their own transparency, oversight, and accountability mechanisms. Ongoing activities included the continuation of the tracking and monitoring system and the provision of technical assistance to local governments and deconcentrated service providers. Activities completed during the reporting period included the development of a manual for local government officials and deconcentrated service providers on transparency, oversight, and accountability and the provision of equipment to support the tracking and monitoring system.

The program’s planning, monitoring, and evaluation and reporting activities included the development of a monitoring and evaluation plan, the tracking and monitoring of performance indicators, and the provision of quarterly reports to USAID. The program’s project management activities included the management of personnel, offices, non-expendable property, legal aspects, subcontractors, budget and expenses, consultants, and a calendar of activities and deliverables.
