The Health Leadership Project (HLP) is a five-year program implemented by Management Sciences for Health (MSH) in partnership with local organizations Group Croissance (GC) and Centre de Formation et d’Encadrement Technique (CFET). The project aims to strengthen the Government of Haiti’s (GOH) capacity to lead and finance the health sector, as well as improve GOH planning and oversight of the health workforce.
The HLP’s two objectives are to build GOH capacity to lead and finance the health sector, and to improve GOH planning and oversight of the health workforce. The project is implemented in Haiti, with a focus on improving the health sector’s ability to deliver quality health services. The HLP is funded by the US Agency for International Development (USAID) and has a total estimated contract/agreement amount of $7,503,387.29.
During the reporting period of October 1, 2019, to September 30, 2020, the HLP implemented various activities to achieve its objectives. These activities included building the capacity of the GOH to lead and finance the health sector, improving the planning and oversight of the health workforce, and supporting the implementation of electronic cash registers in health facilities.
The HLP also supported the recruitment of new health workers by the MSPP, with a target of 40% of the expected number of new health workers. However, due to the COVID-19 pandemic, the MSPP was only able to recruit 26% of the expected number of new health workers. The HLP also supported the installation of electronic cash registers in 14 health facilities, exceeding the target of 14 registers.
The HLP’s performance indicators for the reporting period include the percentage of the MSPP budget allocated to human resources for health, the percentage of the MOH budget expended, the number of electronic cash registers installed, and the percentage of the GOH budget allocated to health. The results for these indicators are as follows: 24.68% of the MSPP budget was allocated to human resources for health, 22.51% of the MOH budget was expended, 36 electronic cash registers were installed, and 10.87% of the GOH budget was allocated to health.
The HLP’s activities were impacted by the COVID-19 pandemic, which required the project to adapt its operations and program activities to adhere to GOH guidance and protocols as well as global public health safety measures. Despite these challenges, the HLP was able to make significant progress in achieving its objectives and supporting the improvement of the health sector in Haiti.
The HLP’s partnership with local organizations GC and CFET was also an important aspect of the project’s implementation. The partnership allowed the HLP to build the capacity of these organizations and support their growth and development. The HLP also worked closely with the GOH to ensure that the project’s activities were aligned with the government’s priorities and goals.
Overall, the HLP’s activities during the reporting period of October 1, 2019, to September 30, 2020, were focused on building the capacity of the GOH to lead and finance the health sector, improving the planning and oversight of the health workforce, and supporting the implementation of electronic cash registers in health facilities. The project’s performance indicators showed significant progress in achieving its objectives, despite the challenges posed by the COVID-19 pandemic.
