Automated Directives System (ADS) 203.3.4.5 states that once an award is executed, the
project staff must complete the agreement’s monitoring and evaluation plan with relevant
indicators and baseline data within the first 3 months. The cooperative agreement between
USAID/Haiti and PSI included 13 indicators corresponding to 4 result areas and 3 program
objectives. PSI was to conduct studies to determine the baseline data for the indicators. In
addition, PSI was to submit reports to USAID on a semiannual basis to describe any progress it
made toward reaching specific indicator goals.
