The Haiti Integrated Financial Management System project has focused on providing technical, logistical, and managerial strengthening support to the Government of Haiti’s (GOH) Ministry of Economy and Finance (MEF) for the restoration, operation, and expansion of both the IFMS-related infrastructure and the financial management system. The project’s overall strategy is to assist the MEF in developing a full and complete Integrated Financial Management System (IFMS).
Key outcomes to be achieved under this task order include updating and improving the IFMS network infrastructure, expanding the GOH capacity to utilize the IFMS for financial reporting and auditing processes, building the capacity of the network to support both operational support and financial auditing, integrating the expenditure and revenue systems, and enhancing MEF IT governance and management capabilities.
During the first year of operation, the IFMS project achieved several milestones. The project issued a request for proposal (RfP) for hardware and software for the Ministry of Finance communications network backbone and competitively awarded a subcontract to provide a software platform for electronic data exchanges between government ministries and offices. The project also awarded a subcontract to design renovations for the MEF Network Operating Center (NOC) server room facility and submitted a design document to MEF for review.
The project prepared and submitted a draft security protocol for the IFMS network and developed and populated an active directory for the MEF’s network. The IT staff implemented an active directory, user policy, and password policy to enhance data security and improve financial management. The project also conducted a survey of the 51 sites currently connected to the IFMS network to determine quantities of equipment needed and facilitate implementation.
In addition, the project purchased communication equipment for the MEF and equipment for the Direction Générale des Impôts (DGI). The DGI requested the IFMS project to purchase and deliver IT hardware for the headquarters and 13 regional offices. The project delivered equipment to the headquarters and two regional offices.
The IFMS project has made significant progress in its first year of operation, with achievements including the development and implementation of an IT security framework, the creation of an active directory, and the implementation of a user policy and password policy. The project has also made significant progress in its efforts to improve financial management and reduce corruption in the GOH.
