Media, Human Rights & Development Communications in Haiti: An Assessment of the Media, with Particular Attention to the Human Rights and Development Communications Aspect

The media landscape in Haiti is characterized by a high degree of media pluralism, with a diverse range of radio and television stations operating in the country. However, the media landscape is also marked by a significant gap between the availability of media outlets and the demand for high-quality, independent journalism. The Haitian media landscape is dominated by radio, with over 400 radio stations operating in the country, followed by television, with around 20 stations.

The assessment team conducted site visits of ten broadcasters, including radio and television stations, and consulted with pertinent experts, including journalists, media owners, and civil society organizations. The team also conducted an extensive review of available research and reports about USAID/Haiti media programs, past and present. The assessment team consulted with over 150 persons during the ten-day field research, including focus groups in most towns.

The assessment team identified several promising areas of assistance, including the need for a more broadly integrated approach to media strengthening and human rights. The team recommends that USAID/Haiti development objectives can benefit greatly from more professional reporting, open flows of information, and interactive discourse with grassroots level audiences on topics related to their sectors. This includes development sectors such as DRG, Health, Education, Food Security, Humanitarian Support, Agriculture, Growth, and Environment.

The team also recommends that USAID/Haiti investments in media strengthening and broad cross-sector development communications can achieve notably higher levels of efficiency and financial self-sustainability via technical assistance to improve the management capacities and financial self-sustainability of the media. This includes providing training and technical assistance to media outlets to improve their financial management, governance, and editorial independence.

The assessment team also identified the need for a more robust and inclusive media landscape in Haiti, with a greater emphasis on promoting diversity, equity, and inclusion. This includes promoting the participation of women and marginalized groups in the media, as well as supporting the development of media outlets that serve the needs of diverse communities.

The assessment team also identified the need for a more effective and efficient system for monitoring and evaluating the impact of USAID/Haiti media programs. This includes developing a more robust system for tracking the progress and outcomes of media programs, as well as conducting regular evaluations to assess the effectiveness of these programs.

Overall, the assessment team’s recommendations aim to promote a more robust and inclusive media landscape in Haiti, with a greater emphasis on promoting diversity, equity, and inclusion. The team’s recommendations also aim to improve the efficiency and effectiveness of USAID/Haiti media programs, and to promote a more integrated approach to media strengthening and human rights.
