The report emphasizes that addressing Haiti’s crisis requires a stronger protection-centered approach that combines prevention, risk mitigation, accountability, and community resilience. It calls for reforms to strengthen the Haitian National Police and justice system, improve accountability for human rights abuses, expand survivor-centered services for victims of violence, and enhance social protection programs for children at risk of gang recruitment. Humanitarian actors are encouraged to support community-based protection mechanisms, psychosocial care, gender-based violence services, displacement management, and child protection initiatives, while the international community is urged to strengthen support for judicial institutions, enforce arms control measures, and provide sustained funding for protection programs. Despite some progress, including new community resource centers, child-friendly spaces, and improved GBV coordination, funding shortages, insecurity, and humanitarian access constraints continue to limit the scale and effectiveness of protection efforts
