education and to reach Education For All (EFA) by 2015. In order to achieve this, a greater
number of higher quality teachers is needed. The PAD states that the objective of the Project is
to support the Government of Haiti (GoH) in the development and implementation of an
accelerated teacher preparation program. The Development Credit Agreement (DCA)
inappropriately mixed elements of the higher level objective into the Project objective. For
assessment purposes, therefore, the ICR uses the PDO from the PAD.
